現在、神戸大学大学院国際協力研究科教授
その間、ユネスコ国際教育計画研究所（IIEP）理事、キルギス国立大学名誉教授、ダッカ大学名誉教授、ラオス国立大学名誉教授、コロンビア大学ティーチャーズカレッジ非常勤教授、ジョージワシントン大学教育人間開発系大学院非常勤教授、ハワイ大学教育学大学院協力教授、東京大学大学院総合文化研究科客員教授、国際協力銀行シニア・アドバイザー、国際協力機構アドバイザー等を歴任。

In the meantime, held various positions, including Governing Board Member of the UNESCO International Institute for Educational Planning (IIEP), Honorary Professor at Kyrgyz National University/ University of Dhaka/ National University of Laos, Adjunct Professor at Columbia University/ George Washington University, Affiliate Professor at the University of Hawai'i at Manoa, Visiting Professor University of Tokyo.

研究課題

神戸大学在職以前から携わっているアジア、アラブ、アフリカ諸国の教育問題を理論と実証研究を通して分析することを研究課題としています。とくに、公共教育政策に関心があり、開発途上国が抱えている教育問題について教育を提供する側（供給）、受ける側（需要）の視点から経済学・統計学的手法を使って研究しています。途上国において質の高い教育を限られたリソースで、必要としている人々にいかに提供できるのか、マクロ経済や公共財政などと絡めた分析が、私の最も興味のある研究領域です。

Research Topic

My research topics include economics of education, education finance, and education policy and planning. My research interest is analyzing public policies in the education sector linked with macroeconomics, public finance, and labor market issues in developing countries. I am particularly interested in the following four areas: a) public expenditure review on education and management; b) cost and financing in the education sector, including the demand side of financing; c) analysis of internal and external efficiencies of education; and d) inequity issues in education, particularly issues related to gender, class, and geographical location.

メッセージ

教育開発においては理論と実践を組み合わせることが大切だと考えており、私の指導している学生に国際機関、二国間援助機関、開発途上国の政府機関でのインターンシップや海外研修を勧めています。実際に夏休みなどを利用して数多くの学生が貴重な経験を積んでいます。スペシャリストとして国際的に活躍するためには、英語で議論できる力としっかりした文章を書く力を身につけることはもちろんのこと、「この分野では誰にも負けない」という専門的知識とスキルを身につけることが大切だと思います。そのような人材育成を、担当授業と演習（ゼミ）を通して行なっており、また、研究者を志す学生にはそれに応じた指導も行なっています。

Message

This is a message to potential candidates interested in applying to Kobe GSICS. I believe it is important to integrate theory and practice if your goal is to be a specialist in educational development. In my courses, I use English as the instructional language to inspire my students to gain in-depth knowledge of the subjects and cutting-edge research skills. I also encourage my students to conduct internships in international/bilateral development organizations and fieldwork in developing countries.
